New SPCA board president says shelter can rebound

WEST GOSHEN — The Chester County SPCA, in turmoil for nearly a year, has a new board president.

Patricia Biswanger, of Havertown, Delaware County, was announced as the new CCSPCA board president Friday morning. Biswanger, an attorney who operates her own small practice out of Wayne, was an animal advocate for several years before joining the Chester County SPCA board of directors.

SPCA’s new board begins making changes

With 16 new members and a hefty list of accusations and controversies to address, the new Chester County SCPA board will be holding its first meeting on Monday.

One new board member said that change has already started at the CCSPCA and more will be coming soon.

16 candidates chosen for Chester County SPCA’s board

WEST GOSHEN — State Sen. Andrew Dinniman, D-19, of West Whiteland, and local attorney Jim McErlane said Thursday that they have selected 16 candidates to serve on the Chester County SPCA board after a deal was brokered last month calling for additions to the board.

The list of individuals nominated for the board include prominent veterinarians, attorneys and accountants, as well as the businessman whose family dogs were killed after entering a neighbor’s yard.

Under Fire: Many question practices at Chester County SPCA

The nonprofit organization charged with caring for some of Chester County’s most vulnerable creatures — stray dogs and cats — is itself in need of rescuing, a growing chorus of detractors say.

From allegations of animal abuse, poor management and questionable land deals, the detractors paint a picture of a Chester County SPCA that is harming, rather than helping, the abandoned pets it’s meant to protect.
